$3.96 a day is the amount of money given to Employment and Income Assistance (welfare) recipients asking for a voucher for a day’s worth of food. It is equivalent to what the department estimates would be available for food per day from a single person’s allotment for basic necessities, which must also pay for toiletries, clothing, communications and transportation. The $3.96 figure is not written down in any welfare department documents, but some officials have confirmed informally that is the number the department uses.
